Referral Criteria
A victim and/or perpetrator can be referred to the Community Harm And Risk Management Meeting (CHARMM).
- A case has not been resolved despite action already taken and is having a negative impact on a victim(s), household, and/or wider community
- There have been several incidents by the same perpetrator on the same victim(s) in the last 6 months and they are increasing in severity or frequency
- The victim(s) and/or perpetrator are vulnerable, or at risk to either themselves or others
- The case is complex and requires a multi-agency response
- The case does not fall under the remit of another specific group or panel (unless considering disruption activity against a perpetrator under the Anti-Social Behaviour Crime & Policing Act 2014)
CHARMM Referrals for Children and Young People
Children and Young People (CYP) can be referred to CHARMM if:
- Intelligence from a partner agency suggests the CYP is at risk of being exposed to harm by their actions or the actions of a third party
- There have been several incidents involving the CYP that cause concern to professionals working with the CYP or their family in the last 6 months and they are increasing in severity or frequency
- The CYP is vulnerable, or at risk to either themselves or others
- The case requires a multi-agency response
- The case does not fall under the remit of another specific group or panel i.e., Child Exploitation Risk & Vulnerability Meetings (RVM)
Referral Process
All referrals to CHARMM will be made via the Empowering Communities Integrated Network Systems (ECINS) secure online referral and case management system. Subsequent updates and agreed actions should also be included on ECINS creating a single auditable record for each case. The effective use of ECINS should mean only brief minutes are required at a CHARMM to capture any new information or activity not already recorded. CHARMM Victim Risk Assessment
A victim risk assessment form is available for use by CHARMM members. This does not replace individual agencies risk assessments; it is a tool to assist a referrer in assessing risk where there may not be any involvement by statutory services and therefore an alternative risk assessment has not been completed. A victim may be at risk of significant harm due to the repeat nature of the anti-social behaviour (ASB) incidents or their own vulnerability due to, disability (mental or other), age, illness or isolation.

Please remember that your professional judgement is just as important as any risk assessment score when considering a referral to CHARMM, particularly where the ASB appears to be escalating.
A CHARMM referral does not replace other forms of safeguarding. If you have a safeguarding concern about a child or young person you should contact the Children's Single Point of Access (C-SPA). If you have concerns that an adult is experiencing or is at risk of abuse or neglect, you can make an adult safeguarding referral.
