Community Harm and Risk Management Meeting Implementation
Guidance for the implementation of Community Harm and Risk Management Meetings to ensure effective partnership working, case management and problem solving.
Implementation
- Community Harm and Risk Management Meetings (CHARMM) will agree a clear escalation process, to the local Community Safety Partnership initially, and the Surrey Community Harm Reduction Group if deemed necessary, to highlight any barriers to successful partnership working and seek senior officer support in finding a resolution
- Community Safety Managers in districts and boroughs will undertake the role of 'single point of contact' for local partners, building relationships with key contributors to the CHARMM, and ensuring meeting structures and processes suit local circumstances
- ECINS will be adopted by all Community Safety Partnerships as the primary tool for the secure sharing of information and case management of community safety and anti-social behaviour incidents; to improve accountability and performance management, provide a clear audit trail, and enable effective sharing of best practice
- All CHARMMs will consider the risk caused to victims and implement risk management plans for those victims deemed to be at high risk of harm
- All CHARMMs will give high risk and/or vulnerable victims the opportunity to have their views represented, either via a written statement or invitation to discuss their concerns face to face or over the phone with a CHARMM representative
- If deemed necessary, CHARMMs will arrange short life case conferences for individuals where issues may be more complex and require input from specialists outside of the usual membership
- Each local CHARMM will take steps to ensure they have a thorough understanding of the support services and interventions available, both statutory and voluntary, in their locality and at county level, to support both perpetrators and victims
